Sick Seedlings - 7 Days Old

They are just in peet pellets.  I haven't seen any roots going through the peet pellet.  We were told not to transplant until the roots are through the pellet.  So the solo cups have been on hold until the plants roots are showing.

The cotyledons are starting to yellow and fold down.  And the those that have prominent true leaves are yellow slightly at the tips.  there are 6 seedlings and 3 are just above the surface and three that have a inch and a half of stem.  But all aren't looking healthy.

It has to be either watering, heat, or light.

Light: The 12 LED uncapped (60w) are about a foot about the dome of the seedling tray.  There is a large fan blowing air over the down, and the dome is not perfectly sealed.  this entire week the light cycle has been 24/0.  Last night that was altered to 18/6, and this morning we reduced the number of lights on from 12 to 6 bulbs (turned off the outer rows of three).

Heat: Our humidity / therm, monitor is delayed, but the fan has done a good job of circulating the air.  It could be too hot in the dome which does look like it's also drying out when we get home. But they are LED so even with all 12 on, it doesn't feel extremely hot (above the dome).  Inside it does feel warmer.

Watering:  Using a mist sprayer to wet the peet pellets each day as they look dry.  We also leave excess water in the tray so that the dome retains humidity.  It has been very hard to water these and the peet pellets look dry on the bottom.

Seedling Dome:  Should this be on of off?  Should it be sealed or partly venting?

We didn't have this much trouble through seedlings in the past, but we also didn't have quite this type of light set-up last time.  Just want to provide everything for these little ladies and it's killing us that they are failing to thrive.
